Build a customized auction site (revised requirements)

Build a customized auction site as below. (have to split the questions in pages so not to overwhelming seller . Admin to review/amend before publishing . Admin also can change/add questions.  3. system auto remind seller to complete the full details by email once very 1 week for X no. of weeks (admin can set) 4. 2 items will only be visible after login as user (Document Available : Buyer login to view and Highest bid submitted : Buyer/Seller login to view). and  document available will only be visible to buyer 5. seller can extend or end the auction early ( asking reasons such as dont wanna sell, wanna have more bids, selling timeline changed, etc). once the auction ends, the highest bidder will receive the full seller details by system. 6. can charge bidder(buyer) a fee per auction event before they can submit the first bid of the event (admin can waive it) 7. the icon of each event will be the country flag of the country selected 8. Backend to see the bid history/graph (buyer/seller can see after log in too,  but the bidder name will be masked like s***********p) 9. Admin can change the website content  at the backend. 10. fully responsive to laptop/tablet/mobile 11. SEO friendly and load fast (less than 3 sec) 12. the auction starting bid will be 10% of the value entered by seller and each increment is min. 2%  (admin can change the % before publishing) 13. website look and feel must be professional and like [login to view URL] and [login to view URL]!/auctions/941241ac-07ea-4b81-965b-51d927f5f30d?ic=30 (for the auction display) 14. show latest auction list plus can sort by country 15.
