text, voicemail, fax, email contact application php mysql

This is now the 3rd time I have posted this project on here. Please only bid if you KNOW you can handle the work and do it correctly. The time requirement is 2 weeks. I WILL NOT PAY ONE DIME until the project is COMPLETELY FINISHED. Sorry but a couple of people have soured me to being a nice guy and paying as I go. Below is the last post as well as the post before. The only additional change is: I am not requiring the chat application anymore I am n0t requiring vote application either. I need the voicemessages to be sent through a new api. I moved the hosting to new server so reconfiguring current pages to new hosting will be required. with the click to call we would like the following: a. users can create click to call buttons to place on their website. 1. users can upload a voice file to play to the prospect while they are waiting on the call to connect. 2. users can upload a "whisper" to notify our clients of the call and where it came from. b. users can create click to call buttons to place in emails, facebook, myspace, blogs, etc. c. users can create a pop-up box designed to appear when potential customers are browsing their site, backspace or are exiting site or web-based form. This box would allow them to call our clients. d. users can use our weblink to not only setup a form to add to their website that sends the data to targetmessaging (already done, being worked on). When our users setup this form they should be able to set it up to call the user after a set number of minutes. our users can choose to have a message played to the user and allow them to connect to our client or they can choose to just play a message or to just have the system call both client and user. e. on the email page on targetmessaging I want an option to add a function that our clients can choose to have the targetmessaging system call the email recipient when they read their email. our client can choose to have the system call and play a message, or call and play a message with option to forward, or just have the user connected to our client over the phone. I think the way to do this is to have the options setup and once chosen the system would add a small picture to bottom of the outgoing email but instead of the url pulling a picture it would actually go to a php script. The picture url in the email would feed back the phone # from our database to the script. it is then sent to buttontel and executed based on options selected by client. I will NOT accept any bids over $500. If you know what you are doing this project should not take more than a week. I do plan on giving a BONUS for thorough, quick work. If finished in time the last developer working on this would have received an extra $500. I will pay for hard work and a completed project. The less problems the more I am willing to pay. Here is the previous posts: I posted an ad on here last summer for this same website to be designed. They still have not completed it and are telling me they have no way to test the parts that are not working. I am ready to have someone else work on this project. The shell is already there and some parts are working. The current script is php and the database is mysql. You can either use what is there or start over from scratch. The parts that are not working are: instant text to win contest and sweepstakes contest sms text chat campaigns sms text voting the system should capture the cell number of incoming texts and save them to the assigned group but that is not working. There may be other issues that need to be fixed/corrected. This project will probably take a good programmer a week or two to complete if you are just using what is there. Maybe a month or two if starting over from scratch. You must be able to test the site. The text api we use only works with US numbers. You must have a way to use US text.
