Recipe Site

I am looking for an excellent coder to build a recipe website from PSD mockups. Job description and requirements and as follows: Most of the pages are already design in Photoshop, however the selected freelancer must have the ability to autonomously recognize and implement additional pages/designs based on usability requirements. The site will be primarily based around the following functionalities: users will be able to vote for recipes that they like. This vote will affect the recipes "score" based on an algorithm that I will provide. Users will also be able to sign up to create a profile and submit their own recipes to the site. Each user will then also be given a "score" based on the average score of the recipes they have submitted. As a result of this functionality, databases will need to be created for this data (users and associated data, scores and tags; recipes and associated data, scores and tags). The freelancer will also be required to build an HTML CMS that will allow the admin to interface with the various SQL databases (search, filter, add, edit, delete). VERY IMOPORTANT: IN ORDER TO BE CONSIDERED FOR THIS PROJECT, THE FREELANCER MUST SUBMIT THE FOLLOWING WITH THEIR BID: A schedule outlining the expected time-frame for each phase of the project A clear consequence to be followed if the schedule is not followed or if deadlines are not met A Skype or MSN contact information As well, please note that during the project it will be required to have a meeting with the admin over skype or MSN TWICE per week (Mondays and Wednesdays) to ensure that the job is meeting requirements and to answer any questions/issues that will arise.
