PHP page to upload picture and update mysql

I need a page that allows the user to upload a file and its description then stores the info in the database so it can be echo'd on a different page. Admin Page: - An upload file field. Only jpeg, jpg or gifs are allowed. - Two description fields. Field1 and Field2. - A drop down with the following options Section 1, Section 2, Section 3 - Submit button On the front end, I need this function: get_custom(Section1) or get_custom(Section2) // this echos the path/filename of the file, as well as the content of Field 1 and Field2 of that section. -If the file that's already being uploaded already exists in the directory, the page should ask the admin if he wants to overwrite the file. -The config file will have variable for the file directory path and database info -No password protection or login code is needed for the admin page This is quick and straightforward project.
