Website bugs and fixes

I need some small website fixes as the last coder did not fix these. 1. Make the layout of the website a template so that when i make a change to the layout, i only have to change it one time 2. In admin , fix the portfolio so that when you upload a file, you can link it to a bigger picture 3. On the portfolio page, when you upload a file (example a logo) it tries to resize it and the picture looks crappy. Make it so that it either scales it down properly or just displays the pic as is. 4. When on the services page, when you rollover the portfolio button, the image does not exist. 5. Same as above on quote page. I NEED THIS ASAP. EASY FIXES. I just don't have the time to do it.
