Parse text file

I need a php script that will parse the data from a text file and create 2 csv files. ## Deliverables The script must be clean and well commented. It should be executable from a command line. php script [login to view URL] An excell spreadsheet with 2 workbooks is included. The spreadsheet shows the formatt of the csv files. The row headers do not need to be in the csv file. The input file has characters that cause gedit and other text editors to not be able to open it. I cannot control this.
