oscommerce Paypal IPN and add one page to site

Paypal IPN not working in oscommerce (version from [login to view URL], MS2-MAX) When a customer pays they are returned to the "Payment Information" page and expected to pay again, it brings you back to paypal. It should bring the customer to the confirmation page or the finished page. in addition i have a simple page to add under the "information" box.
