File management in ASP

I am looking for something failry SIMPLE. This is to be made in ASP. It needs to run on a NT server. A content writer can come and 1. Write Title 2. meta keywords 3. Small description (this ALSO automatically becomes meta desc) 4. Main article. He can submit it as normal text or HTML by specifying in check box. Press submit The article comes can then be viewed by the admin and if he approves/modifies then it goes to the site. These r MUST things I want 1. The file that is created is to be in HTML or worse comes to worse in .asp NOT as ?id=89 so if title of article is Nine days in heaven the url comes as [login to view URL] or worse comes to worse [login to view URL] 2. I dont want to use any database. Would prefer Flatfile as I am not well wered with MS SQL though I have it. 3. In my control panel I should be able to - Add/modify any page - Add/modify the Top, left, right and bottom banners etc. So that I can change the ad codes etc and it is effected in ALL files that are there. I will need to find if I ahve those componets on my server. My site is on a shared server.
