vBulletin Or Phpbb Custom php script

I need some one who is familiar with the working and scripts of vBulletin or phpbb forum. I need a php script which will automate the process of posting new topics or doing reply to the forum by passing values like topic id, text etc to it. Basically that script will do the same as by manually browsing to the topic and hitting the reply button. The forum is owned by me and have all the permissions on it. I need some one who is really strong in php and also know C#.
