A website for the latest tweets of selected accounts

Dear people, I have not got a clue what the costs are and besides that I can not build it. Perhaps you can help me for a fair and reasonable fee. I want the launch a website with the latest tweets of a selected group of twitter-accounts on a frontpage. The frontpage has to show blocks with the latest tweets of the account that posted tha last tweet. So everytime an account receives a post the block has to show on top of the page on the left side. I think that the complete page should be 960px width, including a rightside bar of xx px and the left column should be devided in three columns with the blocks with the latest tweets (mentioned earlier) The twetblocks should reload without reloading the page and show at all times the tweetblocks of the account that posted the latest tweets.
