Hiya
For this task, I would recommend using Adobe Premiere Pro or any other professional video editing software you have available.
The first step would be to isolate the lighting effect from the clip you provided. To do this, you will need to export the 1-second section from the clip and save it as an image. Once you have the image, you can import it into the video editing software.
You will then need to adjust the saturation and luminance levels, as well as possibly any noise reduction settings, to achieve the desired effect. You can also choose to add any other coloring effects, such as a blue, green, or orange tint, to create a unique look.
Once you have the settings sorted out, the next step would be to place the still image onto your video timeline, directly following the video clip. This will create a full 4-second effect throughout the entire clip.
Finally, you will need to adjust the original video footage to match with the new lighting effect. This will be done through adjusting the brightness and contrast levels as well as any other color filters, such as hue and saturation.
Once finished, you can render the video clip and you will have a video that has the exact lighting effect as the example.
I hope this helps! Good luck!
