Dating Website (MatchMaking)

I need a website made (design & back-end) for a new idea for a match making that I have. Will allow visitors to sign up and see their top match and subscribe by paypal if they want to contact their matches. The website can be pretty simple but must look [login to view URL] is a brand-new site. I need full design and back-end function including a new logo and colors. The website will be very small (not many actual pages) and not over-reach in what it trys to do (keep it simple) but I want it to do what it can do well and look good. I don't want the website to look like a dating website; it should look much more like a social-networking website. Everybody who has built a website before is invited to apply if you think you can do it and make it look good. Time is not important, primarily I am looking for a budget website. There will be future work when this project produces profits. what experience / ability do you have of building websites with User Logins and databases? I desire a website that people can sign up to and be matched with other users (using criteria I will tell you) and then pay if they want to connect. The website will be Free for people to sign up to, but have to pay to be able message (contact) their "matches". Aim at the USA audience (as it the biggest) but allowing people from other countries to join too. Is there a way to mirror the websites in different languages for audiences in different countries? Different sites (with different domain names & logo) for each country with different price structures etc. How would you do this? What other ideas do you have? ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows?
