Search inside a text file and rename the file accordingly

I get about 30 text files on a daily basis, that need to be renamed and filed. The files have a file name such as Report Job 247803.txt. Inside each file there is a line such as: 09:14:16 Proof: No Loc: BUR Cutoff: 02/17/16 or 09:15:06 Proof: No Loc: APF Cutoff: 02/17/16 I like to look for the words after "Loc:" to end of the date. and then rename the file accordingly. For example, "BUR Cutoff: 02-17-16 Report Job [login to view URL]" In a directory there may be multiple files with different words after "Loc: word" such as but the format is always the same. I am attaching an sample file. The program maybe in vbscript for ease of making it and does not need to be compiled. Thank you

All is clear, except filename cannot contain colon. I can make this as vbscript or as binary executable file, which will work faster, whatever you prefer.
