Hey there, I can create a base mesh character to be reused on the others ones to save time using Maya and Zbrush, texture the bad guys all at the same time using modular techniques on substance painter, and create them for either a next gen game resolution, or mobile resolution, baked lighting diffuse only textures using 3dcoat and photoshop, spec/gloss or pbr metal/rough using substance painter.
Facial expressions may vary depending on your project, it is advised to do a shifting plane texture programmed onto the game if you are really stylized like in zelda wind waker, league of legends or mobile games, if we can have 3D fully polygonal faces, then we can do a facial rig using joints.
The animations may be modular too, using a main rig for every animation and then adjust and tune for every character
I would say that I would complete the steps for every character at the same time by my workflow, so... if things go smoothly, then character modelling and texturing would be the first step, about 10 days, then rigging for about 8 days, and animating for about 7 days. I gave a 30 day on my bid, but this is just bleed depending on the circumstances, specific needs, feedback and remaking things depending on the feedback.
