I would like to hire a Programmer

We currently have a web application, created in WordPress, which will not handle our future needs. We have a clear map for system requirements but need someone to take it beyond our scope. We are a 26 year old company providing B2B management consulting services to the insurance industry across the United States and Canada. The ideal person has a proven track record in SQL database design and maintenance, web applications, intuitive GUI and business processes. We are not looking for an employee. We need someone who is interested in an equity position and a long term relationship. We have tried hiring people and contracting out work, neither of which has worked well for us. We need someone with a permanent commitment to the project and our company. There will be a thorough vetting process. We are open to someone who does not speak English as their first language, however communication skills are critical to this project. The following is a brief description of the finished product.
