Wordpress SSL issue - Cannot access admin panel after switching to https

I had my host install SSL (from Let's Encrypt) and then switched over all links to https in the database. I then redirected everything in htaccess so it would point everything to [login to view URL] I then added the FORCE_SSL_ADMIN option to [login to view URL] But I get "Sorry, you are not allowed to access this page." after logging into my wp admin no matter what I do. I've tried searching around but have found nothing that resolves my issue. What is happening is capabilities and roles aren't loading for the current user when in https but they are for http. I know this because I've output $current_user in the current_user_can function (see attached files). I also attached the database too.
