looking for a master in Instagram graph api

hello; i had a technician who build me a web app that works with Instagram api- the app have twp pages- 1. log in page- user can log in with any active Instagram account 2. user can upload an img and post it from the page to the Instagram account he logged in with in the first page. issue- month ago the login page stopped working- might be related the fact Instagram change their policy at December for the api? looking for some one who can fix the login page and check on second page that we can post to Instagram p.s! too many techs said they can fix it, i created a milestone and they failed and i had to send the money back to my bank account from freelancer and pay a lot of fee so- im looking for some one who can find a solution on his server (not local host) and after he fix it then i will create a milestone- then he upload to my server and i release the milestone
