Create ChatBot using Google Web Speech API

Our Business development team needs to prepare a POC for Call Center Agent working in University as follows: 1. User can use "Instant Messaging" such as Facebook Messaging, WeChat, WhatsApp to raise an enquiry by speaking a voice request through the microphone icon; 2. Google Web Speech API will translate the voice request in multi-language to corresponding text and the text will be posted in the IM box; 3. The text can be sent to another AI application through API and User can get the answer in text displayed in the same IM box; 4. User can continue raise another enquiry by speaking a voice request through the microphone icon; 5. At anytime during the conversation, User can input something (e.g. Agent) and generate API which is a Queue Request for human Agent. University granted a small budget for this POC and I would like to invite anyone of you have interest to contribute your valuable advice, and ultimately forming a team to kickoff this project.
