Lottery Site

Below is a rough description from my client of what is needed for this project. I will be the lead designer on the project so please bid for just creating the functionality as you will be working directly with my company on this job: 1. Allow users to login with username and password. The user's "member id" will be equal to the numbers on a lottery ticket that they choose at signing up. The numbers the Member choose as their "winning" numbers becomes their member ID. I need a way to store this data using the member id as the primary key 2. The members need to be able to access their account to change contact information. 3. Finally before that member id is assigned to them, my site needs another "search engine" to search our database for any matching number. This way no two people in the pool will have the same lottery ticket number (ie member id). I think I have a logical test for the 5 lottery numbers and then the final powerball number Of course this isn't PHP (that's why I need you) but I think this would work. ([$secondnumber !55) in other words the "second number cannot be equal to or less than the first number, and that product can't be over 55"(the highest number available) This I believe would also insure that the numbers are entered from smallest to largest and would prevent them from repeating. Then the same for the third number and so forth.. until you get to the powerball which can be any number between 1-44. 4. Finally twice a week I will need to print off all those "active members"( basically a test of any member with at least $2.00 in their account) member ID's to generate a list of lottery ticket numbers to purchase. When a members account falls below $2.00 I need a warning and email sent to them indicating their current balance, and minium amount they need to fund. ------------------------------------------------------------------ As you can see, there is a concept here that needs to be worked through with my client to make it work.
