Experienced Website Programmer - repost

The website I am looking to be developed will have some components just like [login to view URL] but won't be a penny auction website. the listing will look very much similar to the website and will have a messaging system similar to Ebay. Must have experience developing in these: PHP, HTML, C,C++, Python, Perl, MySQL, Websphere, Servlets, Java and wordpress. Be able to make a website like the pennyauction listing and freelance bidding system with Ebay type of timer and other things. There are a few other stuff I have to add because this is a real estate bidding type of website where customers place a listing. There will be 3 different types of users on the website and each will have a registration page. The website will also have to built a certain way for example if I go on the website from the city New York than based on my IP address the website would be [login to view URL] York and other users from New York would get a notification but if I am in Los Angelas and register there than the website should direct me to [login to view URL] Angelas and only have listing for that city, and others from that city only view that unless I choose to change my location manually to New York to view listing there. At the moment we just want the website setup only with one city and anyone from that city that goes to the website can only view listings of that location on the website based on their IP address. There might be some adjustment to be made during the development and have a template to use to go off but the website will have to be built from Scratch. I need this website started ASAP and if the job is done just like how I like it than I will have another website to be developed as well. I need someone to work with in completing this project and make any adjustments necessary and would also need to update me every on the progress of the website.
