HIPAA Complient Medical Billing

I need a package that is complient with the rules of HIPAA. FAQs about HIPAA can be found at [login to view URL] I would like this to mostly be written in VB. And the database to be Sybase Adaptive Server Anywhere. If Sybase cant be an option, SQL or Access will work as long as it can do crystal reports. This software will be for medical billing and have sections to add medical codes with descriptions, patient information, insurance information, physician information, ability to run reports by date as well as by patient name or ss#, and the ability to electronically send the billing information in a cycle to the insurance carriers. File encryption is a requirement of HIPAA, so this software must be compatible with Checkpoint FW-1, Checkpoint VPN, SSH Sentinal, and ipsec. I do require all of the source code for customization to keep my user department happy. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform This package needs to run on Windows 2000 and Windows XP. If possible, I would like it to be client/server software with a sharable database. Reports need to run in Crystal Report format as well as HTML. ## Deadline information Needs to be completed as soon as possible.
