Video Audio Recorder built into Forum

I have a Private Forum that we communicate mostly using text Chat and I would like to get a Video Audio Recorder set up so that within the posting area, we would have the option to make a Video recording , where the other members could click play, rewind, etc and see and hear the Video in the post.. It should be allowed to record from a Webcam , or browse to a prerecorded file within the computer. It should have typical features to playback , re-record if we do not like the initial recording etc,.. This will need to be inserted into my forum and tested. Also need this inserted into the Private Mail feature that we use. I would like more than just a link to show within the Post. I would like it to be a Still image of the first frame of the Video with the option to grab any frame with that recording and use that as the initial still image. Other small changes will be required during implementation. I'm not objectionable to paying a bonus for this extra work If I agree on the implementation of it. Also, in addition to the bid price, Options/features that you initially offer with your Bid, that are in addition to my ideas would be a plus in my decision with whom I pick. It's not all about price, I would rather pay an additional 50-75 dollars to the right person that can give me the best product, than save that money and recieve a poorly functioning app. The app should be made where I could offer this to other admins in other forums. So ease of installation would be ab plus, also it needs to be well documented. Regards, Phil P.S. Also My forum is in ASP, and the features in the Post window show the possiblitiy of inserting a Flash File with the post.
