Android TV advertising system

We need to develop an advertising system that will send from a windows or linux server to android clients connected to TV using HDMI connector located on different places. Think something like a supermarket or big retail store, we need to play some advertising depending on the department that the client is buying, for example, if the client is in kitchen department, then we will show only specific videos to that android boxes… In the system we need to configure campaigns, and associate different android clients to specific campaigns using any ip network like LAN, WAN or Internet The server will broadcast videos located in specific folders depending on the campaign, and each client connected to that campaign will play the content specific for that campaign. The server can configure some special configurations and rules depending on the campaign, for example, force to play a specific video in specific time. In the server, we need to support different file formats like MPG, AVI, FLW, FLA, SWF etc … so the client can put in each folder any video that he already have. The order in the reproduction if there is not a special rule is gonna be alphabetical, so, the client will put a number at the beginning of each file for example 1. Kitchen vid 2. Kitchen and home 3.
