VERY BASIC: GPS Tracking App for Android and IOS

I have an online travel hacking website and I want to create a VERY simple and easy to use GPS tracking application. The app will be developed first for Android and then based on the reception, rolled out to IOS. The goal is to keep the app as simple as possible to create a minimum viable product. Developers who will win the bid will propose a plan that is as simple and cost effective as possible. Funding is not an issue however before we can move on to more advanced versions, we need to have this beta complete. TO BE CONSIDERED: 1.) Read and understand the core functions of the app 2.) Develop your plan for how you will complete this project. This will include: -Step by step plans for each step of the development process -Time required for each step -Your best bid Core functions of the app: 1.) Track GPS location at consistent intervals (every 1 min, every 10 minutes, every 30 minutes and every 1 hour) 2.) Prompt user to "check in" at regular intervals (every 1 hour, every 6 hours, once daily) 3.) Every time that the user "checks in" have a notification sent (via text or via SMS) to a list of pre-selected contacts 4.) Notification will be simple text that says "UserXYZ is safe" 5.) If user does not check in at pre-determined interval (after 24 hours, after 48 hours and after 72 hours), a notification is sent to pre-selected list of contacts with the user's last known GPS location 6.)
