Residential Access Control System

The app we need is very simple. It must run on an Android Tablet and is a gate access system. It needs to be an app with 3 steps. A very simple interface with button for NEW ENTRY - The guard at an entry point needs to take 3 photos (or more) of a vehicle wanting access, after taking the photos they click DONE - which takes then to STEP 2 - in which they select the house to which the visitor is going, upon which the app then looks up the emails and mobile numbers assigned to that house and send SMS text message and email with the date and time and links to view the images on the supporting website. Guard then gives access to the vehicle. So guard takes photos, tags then to pre-existing house/user - system sends SMS text and email through SMS gateway and mail server. So app is very simple - I need a cost to do the app and also the web services in PHP. App needs to be locked in on the tablet so user can ONLY use this app on the tablet, even when turning tablet off and on again. So kiosk mode basically. Web service will also be required - made in PHP to control the info from the app. Take a look at screens.
