Prototype Android Mobile App

I need a prototype mobile application build to run on Android. This is a prototype application and is to be used as a proof of concept only. Requirements: App must be native and access the phones camera. App must be able to be downloaded to a mobile device from a website link, not from the google play store. we are nut submitting this app. its a prototype only. App must access the phones camera and emulate a qr code scanner. Needs to scan a qr code, make a beep to acknowledge a successful scan and load the next page in the app. I have included a link to a wire frame mockup for review.
