Magento 2 plugin development

We ask for the development of a plugin for the definition of a price rule. First rule of calculation. The version of magento used is 2.3. The purpose of the plugin to be created is to perform calculations based on the value of an attribute (calculation_type) contained within a configurable product. The first part of the plugin will consist in modifying the product tier price by adding a field described below: s_price: cost of the base product. The plugin will have to calculate the price of the product if the calculation_type attribute has the value "Type1". The user inserts a service product into the cart that can be configured through drop-down attributes and through the quantity (Tier Price). The plugin must intercept the addition of the service product in the cart and, if the value of the "type_c" attribute is equal to "Type1", the price of the service product entered according to the formula must be updated New price = (product unit price entered + simple_price price) x quantity relative to the tier price. N.B. the plugin must recalculate the price of the service product entered for both types of calculation if the quantity of the service product entered is changed before the check out operation. The ability to change the quantity of a product requested and to automatically recalculate the order price must also be available at the back end level of the order. Thank you
