Simple and Secure NodeJS REST API Template

I would like a template implementation of a NodeJS RESTAPI service that uses a MYSQL database backend. The API will authenticate using JWT and have a few resources as examples. Create a user table that holds user/password/token etc.. and an example table(s) that holds some dummy data. The REST API will permit the following; GET,POST, PUT, PATCH,DELETE for user1. The REST API will only allow GET,PUT only for user2. The REST API will only allow GET only for user3 (non authenticated). It will be clear on users are permissioned. This should be a production ready service. I'm only hiring someone who has done this type of work before and can use their own existing working implementation. It should not be a lot of effort and should not be a copy from a tutorial on the web. The freelancer will demonstrate the service and provide source files, commented code, and instructions to implement. Use NodeJs 10.15. Auto bids will be ignored. Do not post this project on any other forums and do not sub this project to another freelancer.
