Can create the register panel, get location, save it into a database and display to others based on proximity (you'll decide the distance) Question, location of the user is going to be according on real time position, or just one localization and that's the definitive place to store? I'll use AngularJS and Ionic to build your mobile app so that you actually won't have to create separate projects for Android and iOS app. By adding some plugins and doing some slight modifications, you'll be able compile the existing webapp to a cross platform mobile app using Phonegap.

Hello I think it is really good idea and I'm so excited to work with you. I've done several projects done (or in development) which track user gps positions and sends back to the web service. Once is called yoflow and it saves all the user positions in the static db(when the user if offline) and when comes to online, it sends back the data to the server. And his position is on the Google Map via web page or application. I think I can finish this project for Web/Android/IOS and would deliver the great product. Hope to work with you. Tan.
