Create animated SVG from given EPS graphic file

I need an animated svg graphics file from a given eps file. It shows a flower. The task is simply to define a svg file so that the flower leaves can be colored and in an animated sequence, where one leave is more intense (opaque) than the other leaves. In a next step, the next leave has those color and transparency which gives a rotating animation. Rotation shall be clockwise. Color and animation speed can be set. The eps flower file will be given beforehand. (see attachment) The picture shows almost already the result. But the sample is counterclockwise where the most intense leave is in font of the least intense leave. The following leaves get gradually lesser in opaqueness. The final result shall be clockwise. Additional to the final file a short description is needed. Maybe the description sounds a bit confusing, so do not hesitate to ask any questions.
