Build a Website

Ok quote me a price: 13 to 14 pages, database dependent, works independently, no owner additions needed, outside of maintenance or revisions down the road. storage would need to exceed a terabyte. everything on site is user generated. This cannot be Wordpress. I have already planned out most of the front end and have Photoshopped mockups of all pages with function maps. I would like to know what content management systems you use and if you're capable of creating a site that depends upon javascript and php completely. This isn't a site for merchandise. It has some very real functions that will require a complex algorithm(most of which I've already written, so you'd just have to transfer it). Basically, it's a very simple aesthetic, with few real functions, extremely high storage requirements. No logins required for users. This will also require an extremely high bandwidth.
