I've got plenty of experience in C++ and reading files. I've got a couple questions to start with: Does the program need a GUI or is a console application enough? What kind of format is this text file in? If a console application is enough and the text file format isn't hard to read, I can most likely do this in 2 days. Otherwise it depends on how complex GUI it needs and how difficult format the file is in. I really only need to know what kind of UI you want and what the file's format is and I can do the job.

I use simple c or c++ programming language to build program, and first read data from the file and manipulating and print or display the data with the time and date using some function.
