Add subscribe to tags bundled with subscribe to categories in plugin https://wordpress.org/plugins/subscribe-to-category/ . Budget $300

Hi My budget for this is $300 I am using the plugin [login to view URL] and currently it allows users to opt in for notifications if post with that category is published. Now I want to add a second option being tags. so, subscribe to categories and subscribe to tags but I want it that you will receive a notification if both the category and tags [login to view URL] must contain the category and tag .You won’t receive anything if only one matches has to be both that you opted in for. you as the person who is going to receive the notifications must be able to select a maximum of 20 tags and a maximum of 5 categories and if category and tag matches for new post then you receive notification. Tags are from post-tags and categories are from post categories you do not receive notification if only category or tag matches, must be both matches in post to get notification. With a search bar to search for tags from available tags. Customization can be done directly in plugin.
