Sending SMS to cell phones with asp.net

I need an asp.net program to be able to send SMS messages to any cell phone. You will use a Twilio account to accomplish this task and do your testings. Front-end will consist in only one web form. In order to send sms messages, program will read from a sql server database standard sms to be sent and/or user will be able to write down custom sms and custom cell phone. Database is explained in Excel file. Also it will be needed a simple technical document with a step-by-step configuration help for installing the program developed and Twilio components, if necessary. It should be provided all source code. Project can not include any thrid-part component or dll file without source code, except if there's any Twilio api to be used. Project should be structured in at least three layers: Bussines Layer, Data Layer and Entity Layer. *** I won't accept spaghetti code. *** Program code should be structurated in few line functions or procedures.
