Are we talking about the official or unofficial instagram api? If you want to use the unofficial one then you will need to use some protection mechanisms like rotating proxies since connecting to instagram n-times a day will get you IP blacklisted and may even get the accounts warned/blocked. I've created a bot similar to follow-liker using the instagram api and I have experience with it. Depending on what information you need about the accounts you will need the account to be either public or you will need to be logged in. You can access the likes and comments of a post if the profile is public but you can't access the followers list only if you are logged in on that account or another one that follows that account.
