Would like to convert this Python open source project to a small standalone Rust library and CLI application:

The Rust library should implement the main technique and be passed in an image/memory to operate (and not do any file I/O), parameters such as output size (see the python code for full set of parameters) and then generate and output the resulting image.
A small Rust command-line application should then use the Rust library and allow one to specify an input image file path on disk and set of generation parameters and then write out the resulting output image to a specified output file. Use the structopt library for the parameter parsing.
Make sure the application works by running it on the same example gifs that is in the Python repository and comparing output with the Python/Jupyter app.
Use latest stable Rust (1.31), format code with rustfmt, and make sure Clippy doesn't detect any warnings in the code.
Feel free to use any existing Rust crates to make the implementation of the library and the CLI app, such as image loading/saving.
