Hi, I wrote an iOS app similar to what you need, that scans the VIN, and looks up recall information. So I have code available, that we could adapt, perhaps using the "NHTSA Vehicle API" for the lookup? Do you have a design for the user-interface, or are you happy with a simple, functional appearance? I develop apps for iPhone/iPad and Mac, using Xcode and Swift. You can see some examples of my work, and client reviews of my completed projects, on my Freelancer profile page (click the link by my name). I'm iOS-only, but once you have the iOS app, it would be straightforward for another developer to clone an Android app from it. As you know this kind of data is not available on the internet because it is a secure database and for commercial and government use only.
