Posting Leads Via HTTP GET App

I need to post leads to a provider via a CSV file and parse the results. Please view the "Host And [login to view URL]" attached to this project for exact specification on how to program in either PHP or ASP.NET. Please view the "[login to view URL]" for the format for which my data is. Ideally you will program something to where I can upload a CSV file to a page on my website, map the CSV file fields to the appropriate fields for the submission then at the click of a button I can submit them via HTTP POST method. If you take a look at the "Host And [login to view URL]" you will see there are some values that I need to set manually such as "MinimumPrice" and "MaxResponseTime" so the app needs to support me setting those fields. Also for the "ClientUserAgent" field I need to be able to generate a random user agent for each submission. Note: Say I upload a CSV file with 200 leads. I map out the fields in the CSV file so that their matching up with the API when I hit submit I only want 1 lead to be posted for every time I hit submit. Everytime I hit submit I should see a result such as "Accepted, Rejected, Duplicate or Errors" then the next time I hit submit it should post the 2nd lead in the CSV file, output the result and wait until I hit submit again to submit the 3rd lead. App of course needs to ensure each time I hit submit its submitting a new lead and not a duplicate. It's really important that you look at both "Host And [login to view URL]" and "[login to view URL]" as they will answer most questions you may have. The programming should be rather simple as they basically give you the code to use. You have to figure out how to import data from CSV file, map the fields, allow manual selections from some fields, random user agents and tracking of output...etc. I'm looking to get this completed ASAP.
