Oscommerce & OscMax - First time customer checkout changes

This project requires the knowledge of Oscommerce and OscMax. What we would like is for first time buyer’s at the checkout to only be allowed to ship to the customers billing address. Once a customer has successfully completed a previous order, either by admin approval for customers or automatic approval (once first order status has been set to ‘completed’), the ability to ship to a maximum of 3 addresses in the customers address book. This should also tie in with streamlining the checkout process for new customers who don’t have the option of specifying a different billing address and regular customers, who have the option of choosing one of 3 addresses. Two versions will be required, one to integrate directly into OscMax and one to be used on a standard version of Oscommerce. This is to accommodate our upcoming refresh. The standard version should be CSS compliant, but for OscMax, this is not necessary. Requirements: If the customer is going through the checkout for the first time (not first time registration) and submits an order, only allow the shipping address to be the same as their billing address. If the customer completes a successful first order, admin approval for additional shipping addresses is required. Once a customer is approved, customers are able to add additional addresses to their address book for shipping. An admin page to manually approve new customers is required. Automatic approval is also required, once the customers first order status has changed to ‘Completed’. Update the checkout pages for new and returning customers.
