Develop 3 Web Apps in php to Switch between IP Live Video to and a Static Image.

Background: I am a small Fast food business that is rapidly growing and require assistance to help me complete some add on functionality as my public web site is being built. I am also hosting a local IIS for my internal business systems. For the Video live streaming (rstp) content I will be using one of three IP cameras for this project. (a) My “Service Live Operator IP” camera, showing their face as they take an order through the drive through hosted by my local IIS (b) Food “Cooking Live Streaming. IP camera” – Using the 1st stream of this IP camera will be used for internal digital signage hosted my local IIS. (c) Food “Cooking Live Streaming. IP camera” – Using the 2nd stream of this IP camera will be used for my public website via IPlivecam So, for all 3 project outcomes will require dynamic programming (preferably php but your best approach would be welcomed) The 3 Deliverables will include these common functions:  MODE 1: AUTO: Automatically Switch between one Live IP Streamed video and a selected Static Image and vice versa.  MODE 2: MANUAL switching. I’m unsure how to do this, but my first pass idea is to have a Settings web Page hosted by my local IIS and for the cloud hosted Streaming Service outcome would be down via my index page of my public website.  MODE 3 ENABLE either Mode 1 or Mode 2 Deliverables 1. Order Taking Image switching Using My site hosted Local IIS: Live fee (a) is active when static IP is available (Operator Point of sale computer is docked) and is automatically switched to a locally selectable static image when another IP address is active (when the Operator Point of sale computer is undocked and operating Wirelessly); and switches back automatically when the docked IP address is detected. 2. Food Cooking Live Streaming Local Switching: Live Feed (b) is active and streaming, when there is no stream detected (I will locally power down this camera) then Switch to the static image. You need to sort out best method of detecting signal loss which maybe in terms of a Heartbeat or a better/faster form of Signal detection. 3. Food Cooking Live Streaming Public Hosted Switching: Live Feed (c) is active and streaming, when there is no stream detected (I will locally power down this camera) then Switch to the static image. Since I am using the same IP camera as deliverable 2 then that method should be used to detect this camera signal loss. However, the notification to switch images needs to be imbedded into my public ally hosted website, with that I mean I require code that would be imbedded on this site that would switch between Cloud streaming service live stream (which is distributed from my local camera) to a selected website index page. Note here if this could be also being able to be switched via my local IIS server to the public ally hosed Website would be a better option (note however if my local IIS server is not contactable then an automatically loaded image obtained from the Public Web site should be automatically loaded) Also allow for possible remote assistance, in installation and testing of these functions; However please note I'm expecting minimal since I am a proficient Network Administrator. In summary, I am chasing Web hosting functionality for switchable outcomes from 2 IP cameras; This is the first step in some works that I have ongoing; which means that I am seeking to establish a long-term relationship with a developer for my business.
