Re-design ERP Template - ASP.net or Open Source

Need an ERP system tweaked or re-designed. I'm willing to buy one of the following ERP software, based on your expertise, I'll either buy windows based or linux based platform. Once I buy it, you need to ensure that missing modules are added like HRM, off the books transactions, adjust reporting system and also possible change UI. There are few things need to keep in mind: The ERP should have(or if it doesnt have, you can add) barcode scanning functionality. The invoicing module should have EDI(if not then build web portal so vendors can upload EDI and the info populates db). ERP should have ability to generate ABC comma format file. Product price (at customer level) should be able to change. Pending Invoice needs to be editable. So if the invoice is settled(or paid), you can't make changes. But for pending invoice, user can change. If you can find a better solution, cloud based that will be great, but all should work with speed with absolute no lagging.
