Create a Map iFrame Embed Code

I am looking for a skilled developer to create an embedded iframe code for my website with a map of this state's legislative districts as seen here: [login to view URL] I would like the iframe code to work like this: Someone comes to my website and sees a map graphic of this state. They select their district on the map, which highlights when hovered over by their mouse. When they click on it they are taken to a specific page on my website.
