Hotel notification component for managers and graphics - Joomla

This project is cost for development of a fully installable component for a new Joomla website (Joomla 3.0 or possibly 2.5). Combined with the graphical logo for the site/component and the graphical layout of the site template itself, which will go off a baisc wireframe I will provide which will utilize a gantry full-responsive layout. The component must correclty utilise joomlas over-ride templating system and the default layouts must be responsive friendly, and be easily editable layout wise. It should be easily expandable with well documented code, written in excellent english. The compoent will be for hotel managers to list problems or things they need to notifiy or need from other managers of other hotels. Each manager/hotel will have a user name and password to log into their account. From there account they will be able to contact a group of buildings, an individual building etc. The site will send an email to the intended building. this can be used for alert of potential bad guests, problems with bookings and wholesalers not paying or industry news, there should be basic templates of what they can send, and they can customise before sending. These manager/hotels will be abel to be assigned to mutiple lists/groups. Each manager/hotel will have listing of contact details, hotel details and an image and some other similar hotel details fields. They should be able to manage their subscription as per the next line also from this area. On the front end when not logged in, you should be able to view hotels by area, or search for different hotels details listings. Managers should be able to register here, and make payment via paypal which will be a monthly or yearly subscription fee, this should all be able to be processed by the site without any activity by the site administyrator, once confirmed payment is through, it should let htem access the site. if subscription runs out it should let htem know. it should also email when subscription is close to running out to both administrator and the subscriber. In the admin back end, all details need to be able to be edited, changed and added. with the usual full admin priv. New categories and lists should be able to be added also. There will also be a section where buildings can place people on a blacklist. which will contain persons details, and reason for blacklisting. There should be a section where outside people can contact the building and or a group of buildings in a certain area for a quote on accommodation. That is the basics behind the site, it will function as a subscription service. Alternative payment methods should be able to be added later on. If you have any questions please let me know.
