I need someone to develop a PC application which allows for output to two seperate monitors from one PC. The GUI-based app should allow the operator to input comments, video or images into both video outputs. The idea is to make it appear as if the two screens are engaged in a conversation or are interacting with each other. An example would be that one screen goes black for a few seconds until the other displays "Wake Up!" All interactions need to timed while there needs to be provision to have thousands of screen events happen.

Hello, I can write it as a desktop application rather than a php application like you've listed, it'll be much more efficient if it is developed as a threaded desktop app. But one question is, how would you like to use it? Are you aiming to make it a multi platform app by requiring php or did you just list it like that? Because that will help me make my choice c# or java, depending on your answer.
