Mobile development -- 2

I need an Android app. I already have a design for it, I just need it to be built. Create Mobile Application for both Android, IOS and Smart TVs.  Mobile Application to upload and Download videos with login access  Application (Android Dongle for TV) to play with login access and includes scheduled play  Push content from Mobile or Desktop to selected Screen / Screens where all screens has android dongle through HDMI which has connection to the internet as well(Any version)  Option to push more than one content and Schedule time between them.  Option to display on mobile the content which is working on one particular screen.  Ability to show 2-4 Content at the same time (If the screen is big)  Option to push content to IP address / DNS name from anywhere.  Option to push content to IP address to any screen within the network (LAN)  Web Interface to Control Overall Screens and users.  Must have all security aspects including user credentials.  Review and approve video from admin control.  Developer should give option to Control TV Screens without interference end user apart from source selection.  Multiple videos should be able to upload and schedule them. Also program them which should play first and second with time frame.  Transfer ownership the source code to Webotron Technologies at the end of the project.  App should be usable to multi-purpose in license wise. (If there is license)  User end app (For Screens) should be without login credentials.  We will provide hosting account from Linux based host servers.
