I would like to build an index that would track sentiment wrt the risk of a military confrontation between 2 specific countries. The index would be built on a survey regularly sent to app 500 respondents (eg every 2 weeks) - a group of public policy professionals, policy-makers, entrepreneurs, journalists - all with regional expertise/experience. I need help with the design of an extremely simple but well conceived and articulated survey and the set up of the index, selection and use of a tool launch etc. The winning candidate must have experience in (A) designing surveys and setting up indexes ideally with a political dimension and (B) being able to set this up end to end using a survey tool.

Very interesting concept, to create such an index. I am an IT consultant and can help you in enabling this survey. In my opinion, you can use site like survey monkey, however, if you want an authentic information, you should build an app or website. However, can you please suggest, how would you ensure that respondents would not be biased as 500 is a very less number. I think you need to create an app to have multiple survey to different people at different time to remove the bias. I am not expert at creating survey, however, I think would be very good at analyzing the problem and suggesting the solution.
