A simple web system - ionic app

Hello everybody, I want a simple web system for archiving & viewing certain tasks/projects. ##### The idea -in steps-: 1- the (admin) creates a new project. 2- the (editor) create project's variable & details, included major steps required to complete the project. And then give access to selected users (employees) for accessing the project itself. Plus invite the project's client (invited guest user) to monitor the current project only. Finally, the (editor) upload the project document in pdf format. 3- the (normal users: employees) login, start envolve in the project. they: *) upload 2 types of letters in PDF format (incoming letter) & (outgoing letter) each upload will be considered as a small step in the current major step. each upload will be with comments from the uploader (employee). *) upload a blueprint (different document from the 2 types above) with comments too, & it is still in the major step. *) check the box of completing the current major step, & writing comments on the major step itself. 4- the client (invited guest user) login, then monitor the progress of completing the major steps only and their comments [can NOT see the small steps or the small steps files & comments. ONLY major steps progress & major steps comment]. 5- (admin) & (editor), they also could see what the (invited guest user) can see +plus+ all small steps and their comments & files. for the current project & all other projects. ##### The user's types & users role: 1- (admin): create, edit, delete & archive -after completing- [Projects] + create, edit & delete (editor) users + create, edit & delete (employee) + create, edit & delete (invited guest user) + monitor [Projects] AND its Major & small steps + upload [Incoming Letter] & [Outgoing Letter] & [Blueprint] + check a check box for a major step + comment on major step. 2- (editor): edit & archive -after completing- [Projects] + create, edit & delete (employee) + create, edit & delete (invited guest user) + monitor [Projects] AND its Major & small steps + upload [Incoming Letter] & [Outgoing Letter] & [Blueprint] + check a check box for a major step + comment on major step. 3- (employee): monitor assigned [Projects] AND its Major & small steps + upload [Incoming Letter] & [Outgoing Letter] & [Blueprint] + check a check box for a major step + comment on major step. can NOT see [Project Document] & its details. 4- (invited guest user): monitor assigned [Project] AND its Major steps with the comments Only. can see [Project Document] & its details. ##### The other staff & some properties: 1- [Project]: creation date, ID number -digits only-, name, project actual start date, project estimated end date. 2- [Project Document]: attached PDF file, ID number -digits only-, start date -different value from above-, end date -different value from above-, cleint name, price amount, uploader name, upload date & time. 3- [Major Steps]: step name, completion date, small steps under it (names & number), comments. 4- [small Steps: [Incoming Letter], [Outgoing Letter] or [Blueprint]]: step type, completion date, comments, attached PDF or PICTURE file, uploader name, upload date & time. ##### Main support functions: 1- Notifications 2- Search 3- log That's all for now, please tell me the duration you need for such a system as well as your price & the required resources. I want the system to be accessible through a web browser and also downloadable from the app store (developed with ionic I prefer).
