Create a Custom Website with Social Media/Forum Features

I need help creating a website where people can share and comment on interesting notes they have from books and videos. Basically, it's a social media site with books or video having their own profile and discussions taking place about the book or video by users in a forum like environment. The details of the requirements for this project are as follows: -Users of the site should be able to post their notes (each note will have a maximum of 220 characters) for a particular book or video -Users will be able to "like" notes -Users would be able to comment on a note should they wish to (think of it as being similar to forum where people can have discussions about a note) -The notes would be displayed on the page of the particular book or documentary it is associated with in descending order based on the number of likes (the ones with higher numbers of likes are on top) -The site should have the ability for me, as the admin, to post Amazon and Google ads -The book and video pages will be part of categories (i.e., biography, etc.) and users should be able to pull up the listing of books and/or videos in a specific category where the ones with the most number of notes are at the top and the remaining list is in descending order based on the number of notes -The individual page of a book or video will also have a section for the admin to post the basic info for the book, a picture (or multiple), and a prominent area providing the current number of notes shared for that book or video -The site must be responsive so it is attractive and functional on both desk tops and mobile devices -It must be simple enough for one individual to act as admin -There must be a way for users to flag a posting for abuse to go to the admin of the site It would be preferred that open source software like Mediawiki or something similar could be used to keep things simple and as inexpensively done as possible.
