Arduino GPS Speedometer Odometer LED display

Arduino with GPS speedometer and odometer with a LED display to be used for land speed racing. Project is for DESIGN, BUILD AND SHIPPING OF 2 UNITS. Continuous display of speed from 0-500+ mph: 3 digit speed display with 1 mph increments. Continuous display of straight line distance from origin: 0.0 to 9.9 miles maximum distance. 2 digit display with 0.1 mile increments. Maximum speed is retrieved by a push button (Hold to display) Origin and peak speed reset by another push button (Hold 10 seconds to reset) Change display units from Miles per hour to Kilometers per hour by holding both buttons for 10 seconds. Acceleration is 0 to 500 mph in 60 seconds. Display of speed and distance needs to keep up with minimal latency and be stable to read easily with no rapid flickering (estimate 0.7 second display refresh). Display numbers must be at least 50mm tall and visible in bright daylight. Display will fit into an instrument panel. Preferred display is 7 segment LED but open to alternatives. The driver will be wearing polarised sunglasses so LCD displays may not work. 11 - 14 volt DC powered. All LEDs light up for 10 seconds when powered on to check function. I need 2 units constructed. Components can be loose. I will make the enclosure and mounting hardware. I have CNC machining capability. Documentation required: I need a list of components, supplier details and price. Also program code and PCB files for editing. The GPS receiver must be fast and accurate for speed calculation. Hardware must be very reliable and able to work in high vibration environment with temperatures up to 40 deg C. All of the hardware must be grouped with the 3 digit speed display. A 700mm cable connects this to the 2 digit odometer display. A 180mm cable connects to the buttons. The assembly should also be able to work with the odometer display disconnected. From the front view, none of the hardware should extend beyond the LED display. The GPS receiver can be remote mounted.
