Build Me: Video Recording Inspection Software

I work in the inspection industry - generally operating from a ship. Within the inspection industry, we use remotely operated vehicles (ROVs), AUVs, drones, divers to collect videos and images of civil infra structure, offshore platforms, wind turbines, nuclear plants. This video data can be complemented by data from other sensors that are typically interfaced with over serial communication ports. The purpose of collecting all this data and video is identify anomalies, or potential issues, and to highlight them to an end client. All the accumulated video footage and data allows engineers to make informed decisions about things they can’t necessarily see first-hand. Basically: I need CCTV / Surveillance software that is continuously monitored by a user. The user in real time will log an event when an item of interest is seen in the video feed (live or during review). This event needs to link back to the video time during any future review.
